I think he’s an eastern party leader who was theorized to actually be anti peace with the west or something like that. Essentially both east and west want peace, but both have extremists who want their respective country to destroy the other.

He needs to get information on what Damian’s father is planning as the peace between the two countries is very unstable right now and anytime there can be a war and loid duty is to avoid that from happening. Since Damian’s father is a very cautious person not many know anything about him that’s why they planned operation strix cause I think they expected no matter how cautious the person can be atleast his family would know something but this guy seems to be even worse w his family (〜￣△￣)〜
