can someone explain to me what the rebels and the garden of eden are? i still dont get it

The rebels/the garden of eden is essentially a cult led by the serpent who's single mission allegedly is to "take down Rainbow city" as they believe it is corrupt and unjust....oh and they also experiment on rainbow city soldiers.
