Not really. Cos in the current Border Patrol that being spearheaded by Henry Azazel, their main goal when they find humans who got lost in the netherworld was to take them into custody, erase their memory of the demon world and bring them back to the human world.
This process was something that Naberius Narnia doesn't agree with cos he has that demon characteristic that sees human as food so believes that human caught in the demon world should be rid of or serve as food. He's in cahoots with Baal bcos of this, they are on the same track but with a different goal. Basically, he kinda has demon supremacy belief while Baal wants chaos therefore wants Delkira's mana.
I mean since hes technically human, doesnt that mean hes alrdy an enemy of the border patrol
