The two work in a weird fucking way because 16 finds 647 amusing (since 16 had killed high schooler who obviously had begged or cry for mercy and to be spared so when 647 wS like "you can kill me" 16's already messed up brain took interest)
647 being idgaf and just want to die fits weirdly because high schooler tends to be more mentally weak and manipulates easily. So if 647 live with 16 who took interest in him (plus man is a whole psycho) I can see how this will work
And I can confirm (from the story) 16 would not even be "in love" he will "use" 647 instead and stay in this "relationship" out of his own amusement so no. "In love" isn't the concept here at all, it's all just "amusement" to 16 while 647 doesn't give a fuck and just wants to die.
