If you earn enough mileage (which you can get from the roulette) you can start converting them to coins but only after you have accumulated 3000 Mileage. If you have an iPhone, you can buy easily from in the app. IDK about android or other mobile device. If you're on PC, just go to coins page, click coin amount > scroll down and on 다른 결제수단 you can click and it'll have different payment methods. 신용카드 is credit card and 해외 신용카드 is overseas credit card and you can pay with PayPal as well I think, but I've only paid through app so I don't know if those options will work^^
