It DOES count as raising because, at least from the mcs perspective, he DID raise him. For 10 years. Also we have no evidence that the dragon wasn't mentally a child at the time. We have evidence he ages differently and can suddenly age rapidly, but there's nothing to prove he wasn't mentally a child/young during the time he was physically a child. If the author provides no in-universe explanation otherwise then default human logic is applied because expecting your audience to world build for you is stupid.
