I mean....you could tell your sibling to just do worse on tests, doesn't mean they have to, you can't force them. You can hold somebody down and rape them though. Which is why...I'd say the younger one is at fault. He actually likes hurting his brother, thats what gets him off.
To be frank both are f up to each other. Basically it's the older sibling fault first anyway.
