i’m pretty sure they’ll have a completely business relationship and don’t get together till she’s over 18

these types of webtoons are made to appeal to young girls. One way in which they appeal to them is by representing these relationships between the mc and ml where they have an age gap that is just right in order to make the romance less generic. If the age gap is too small, it doesn’t make the romance feel “exciting and taboo” enough. If the age gap is too big, it suspends the audiences immersion because they’ll feel uncomfortable with it. Another reason they include these age gaps is because it fulfils the fantasy many young adults / teenagers have: being able to date their older crush. It allows these young girls to escape their realities and imagine themselves as Rubetria. Having a glow up, being this super strong spirit master, getting revenge on bullies, and being able to date the handsome and respectful prince who is in love with you despite the fact he’s 4 years older than you. Don’t expect any good writing from a majority of villainess webtoon because they’re all just following the hype train and trying to churn out whatever slop they can and make a profit.
