Whether they're related or not, acting like someone is your sibling and having sexual desires for them is incestuous in nature, even though it's not technically incest. In my pov, they aren’t siblings at all nor do they view each other in that way, based on how the story is going. They are only doing this to achieve their goals, and they never even planned to view each other as siblings from the get-go. So I don’t see this as being incest.
