Being 17 means they are a minor but not in this case. In Japan, at the age of 16 you can consent to sexual intercourse which makes this perfectly LEGAL. And it didn't seem like the seme made any attempt to refuse to me.

Not refusing doesn’t mean its okay, and legal doesn’t mean moral, a lot of disgusting shit used to be legal but by no means did that mean it was okay.
