I think a hundred people migrated to Oro for the 4th prince (Leon) or migrated just because they thought it was more suitable. The third prince (Leon's brother/hyung) said he wanted their heads because I think he wanted his brother back in preparation of like political conflict, in one of the chapters when Leon was bowing to his brother, he said that he really didn't want his head/s implying it was a red herring
Can anyone explain to me the whole settlement issue going one ToT I tried rereading but I felt like I still wasn't getting it. Did the torch kingdom pay 100 people to Oro or 4th prince's safety? And like why did the 3rd prince want their heads. Confused.
