alright so touka was not the target, it was miyako.
He was there the night his parents, as well as others, died. However, he has no recollection of what actually happened. The other gang—the one that visits miyako on touka's birthday—seek miyako out for the purpose of bringing him back to the gang his parents belonged in. However, miyako has killed each witness and if he killed this one, the 8th, he wouldn't have been able to return to the Ousaki gang. But it's not that he'd be banned, it's that he most likely would have killed himself after killing that guy. It's why the ousaki head sent out Kasane to where nishikawa and miyako were.
Everyone sees Miyako as this crazy kid who killed his parents, but that isn't the case bc 1. he does not remember and 2. the 8th witness calls Miyako the greatest creation they (the gang) has made. So from these two points, it's implied that Miyako never killed his own parents. Ever since that night and the following years after, the 8 witnesses continue to make him believe he killed them. Why? bc the dissonance of not being able to remember yet developing the instinct to kill, is what caused Miyako to become a brutal killer. Therefore, he is the greatest creation and it's why the gang wants him. This whole bit is also supported by the narration from his younger self throughout this new chapter, Touka's perception of Miyako from what happened eight years ago, and Miyako's mom asking Touka's mom to help Miyako. As for why he'd kill himself after killing the 8th, it's most likely bc Miyako will never be able to find out the truth if he killed him. Not knowing coupled with the trauma he has, would have driven him to do it.
As for that night when the first witness came, Miyako probably did kill him. How? Idk. Miyako most likely blacked out when he did it.
Btw the curse that is mentioned is most likely the instinct to kill that Miyako has.
