the problem with a teacher dating their student is power imbalance. but if the student in question isn't taught by the teacher, it is perfectly fine. for example, a uni teacher can date a uni student, as long as it's not their student. this applies to consenting adults.

my point just is, real life laws don't apply to fiction. and like I said, in this case even if it were real (and we'd ignore that they're step brothers; dunno about the age gap because the younger brother could easily be 18 already?) the "teacher-student-relationship" would still be completely fine (since no power imbalance happening here)
