A mysterious group of noblemen, funded by Ponzo, are jealous of the close relationship between Arzen and the imperial family, so are trying to make it seem like Arzen is planning a civil war to take power. They are trying to install Lord Mould as a puppet in the position of the Crown Prince's Advisor, most likely to poison the relationship further. The emperor doesn't believe the rumors, so sent ML to investigate knowing he has a soft spot for Arzen, and our lovely FL is excited to start looking for clues as to who is really behind the false rumors. A number of characters have noticed that the Mould family, who were horribly in debt because the Lord was so bad at business, all of a sudden have money to burn.

The foreigner is the same guy yeah... he used magic to prevent her from recognizing him initially, and it's kinda implied that he was disguised because he's doing secretive things (we don't know if his motives will align with hers or not yet)... it seems like they're gonna tentatively work together to uncover the plot, but FL knows that he had a secret motive, since usually a foreign country wouldn't be concerned with power struggles in another government.
