Josei is just a market demographic genre for manga like shoujo. Where shoujo is the genre marketed towards younger girls, josei is towards adult women so the themes are usually more mature, it doesn't have to be smut (though i think that's what this comment is implying and a lot of the josei manhwas seem to be).
It's male equivalent is seinen. Nana is one of the most popular josei mangas.
