I might be wrong but I thought he was supposed to be a teenager. I don't want to take a look from the beginning but I feel like MC (who is in her 20s in her real world) notices he's an actual kid younger than her when she first meet him. That's backed by his childish behavior and innocence.
This actually makes sense
like he isn't really like a child, he seems like acting that way for a reason to hide his true self. If I am right then I'll really be happy because I really like the empress and she deserves nothing but the best
