IIRC blonde hair is rare because only a specific family usually has that hair color, which was the MC's family, and Beth was also a part of that family so they were kind of like, relatives in MC's past life.
I think it was mentioned in the first few chapters, where the emperor told the father(I'm bad with names) that he had spared Beth and had him marry her instead. He's also been looking for the MC even after she died in her past life and somehow found and met her in the MC's dream.
