Okay, so I only remember the context. It was a bl manga. It was an institution or a school, I guess. There was a rule that you couldn't have smack and they take this rule seriously. If they were found out then they would be punished. There was a group that only looked into this matter. But one of the members fell in love with a new student or something like that, so they have to be careful.
