That would be plausible, BUT didn't Cliff say that he was from another dimension? So I'm convinced that he's indeed a god, but of a different world that was probably somehow destroyed or slowly died like this current world is doing
Remember when nergal said their world doesn't have a guardian or "god"?! Im believes Cliff is(was??) their god.
