Even if he is not related by blood he is still leading them so as long as whoever makes the wish is the head of winterwald it comes true
ok i just reread ch28 and it just said only the winterwald head/heir know where the goblet is; not even Ruediger knows where the relic room is. so maybe anyone can use it as long as they can find it lol
