some universities in the US have them too (like mine). They just rent them out for students or faculty who want to use them
The university I went to in Tokyo have one but it's not near my faculty cuz it's on another different building

im from the states my university also has lockers for facilities its first come first serve and you write down when you check in i hear you can also get a personal one if you rent it
