It is frustrating but sadly it's also accurate to how the world operated and still operates. Status and money is everything and this manhwa stays accurate with the reality. Killing Cesar would mean war and North does not have the power or resources to win. You also have to understand that Izek's decisions affect not only him and Ruby but also the whole North. He cannot sacrifice his people just because his emotions took over. It's the sad reality of people less powerful. They cannot achieve justice.
Agree on that but I would enjoy that route tbh: Having war or another issue form based on the decisions of our main characters.
it is a win win BC we finally get rid of that disgusting brother and we get an interesting plot point that can make a conflict and introduce new characters or new hardships :')

Ruby already went through war in her first life when she listened to Caesar and basically destroyed the North. It's her third life we know about and it would make sense she's too afraid to start another war and lose everything.
When I do not wish to see war, I do think it's amazing that Izek will avenge Rubi. War does not suite this story, it's more about manipulation, planning and strategy. Rubi tries to operate from shadows rather than confront everyone face to face. She's afraid to repeat her first life and die thinking Izek never loved her.
I hate those plots where everyone is fine w letting the cruel disgusting character live...
