I think it’s also bc she was in a coma for 5 yrs and only got enough nutrients to be alive. Usually one would need more than just sustenance and artifacts (in her case) to grow. She’ll probably grow bigger soon since she’ll be eating lots and being active.
It's kind of sad seeing everyone around her grow taller and older but she's still short and small because she's a dragon, she'll probably be the same height for years as everyone grow around her..
