I guess the emperor wasn't thinking, instead he's doing anything out of impulse,like an adrenaline rush. He put his sword on fl's neck without thinking for a second- it's called adrenaline rush.

The human form and the cat form,both have that unique eye color,did the emperor and Lucas not noticed? I understand FL for being disappointed because she gave Lucas many hints about her but he did not believe. The emperor was quick to judge as well,he did not listen to her. I understand that you hate women on your bed,but at least you gotta question yourself how she made into your bed without entering the door. I'm sure there were guards out there to witnessed. Now I understand why the FL was aloof and tried to distance from ml,yeah,she doesn't know when and where she will become human again and ml is a threat to her human form.
