Ml has not changed at all. While Yan is mentally regressed with amnesia he basically tried to rewrite history and groom him into a relationship while he’s vulnerable and unaware. He knows that Yan will not want to be with him once he regains his memories so he’s trying to permanently mark him now so he can’t leave later. This is the equivalent of getting a friend/acquaintance to sign marriage papers while they are mentally incapacitated after a serious accident. His top and only priority is still his wants, and he still doesn’t respect Yan.
He learned nothing. Yan rejected their relationship to the point of psychosis and self harm. If his memories come back, he learns that he lost his powers that gave him safety/autonomy are gone, and he is marked so he has no chance of another relationship is he going to settle in and be happy? Probably not. It’s more likely that he will turn to self harm or spiral into depression again.

That is why MC dialogues after that is "what are you afraid of, I am all yours" hinting that ML didn't get to mark him.

I know, but my point is that he’s seriously considering it. He still only cares about himself. He’s trying to do something permanent to someone who he knows would not be in a relationship with him if not for his amnesia/mental incapacitation. He’s also not being truthful about their prior relationship when Yan asks. He’s trying to paint their history in a positive light and rewrite history. And consider this. If it’s because he thinks Yan is too weak/mentally young/vulnerable to handle reality, this man is seriously considering marking/marrying him as he is now, so let that sink in. He knows the real Yan won’t let him get away with everything, so he’s trying to trap him while he’s still naive and vulnerable

I won't say you are wrong as that is your opinion and I have actually finisbed reading the novel a long time ago so there are points that I didn't remember clearly so I can't refute.. The thing that I remember the most which makes me paints ML as isn't that bad is because of his childhood.. both of his parents aren't a good role model either in showing love. So growing up, he didn't actually believe in pure love so he just think of protecting Yanyi from his father (ML dad is the true scum here btw) After Yanyi tries to leave him, he finally realize his fault and there you have it, there will be chasing arc after Yanyi gains his memories back and another (true) redemption arc for ML.

I definitely agree that ml didn’t have great role models, but that doesn’t excuse him for his toxic and abusive behavior later in life. Yan had a much more traumatic childhood and the same role models, but he never abused, controlled, or tried to take advantage of his “loved” one. My point is that the chasing arcs themselves show how little he has actually changed. He may feel a little guilty, but he still doesn’t respect Yan’s opinions or autonomy.
And I’ll go out on a limb and guess that he’ll show up to save the day when Yan gets attacked/kidnapped after he runs off because he regains his memories since he’s permanently weak af now due to ml’s selfishness. Yan I’d essentially permanently crippled because of him. No level of guilt or gestures of repentance could truly even that scale

No, no this is not the true chasing arc yet.. Ahh, I wish I can spoil more but that won't be fun. Just trust me, it is worth to wait
