I think they said some chapters before in the beginning that something happened which broke Michael/Eve and he himself erased all his memories or smth like that so he doesn't even remember he can do that?? I remember something also with that the government itself didn't really know of it, the mind reading, and when they found out it was already too late and Michael/eve had already "broke" himself and he was put in that tank to sleep which was also around when it was said that espers weren't needed anymore and he was to be disposed

Long story short, I thing eve/Micheal doesn't remember/know he can do it or smth like that
