hes not "good" or "evil", hes a politician/ruler, so hes making choices according to what he wants and believes in. in this case, he believed striking a deal with the ruler of another nation in order to cure his sister (a princess) was the right choice. Sending troops/supplies to a not inherently "good" or "evil" nation doesnt really mark him as a bad guy. him almost going to war over his sister in previous chapters could also be marked in a somewhat similar way. if we ignore the obvious motive which was just "its my sister", it also has to do with the beliefs of the nation, that their monarchs, the royal family does not sell itself and instead move as role models for their people to live without blah blah slavery blah blah idfk i feel like theres a more political aspect to it that can be observed
