Did you read the main Higurashi story? Up until Matsuribayashi-hen? If you did, then the story would make a bit more sense I think, but this is already quite a standalone manga.
I would say that around... 10-20% of the original Higurashi plotline is required to understand this.
this manga is a bit confusing but its pretty decent as well. its worth looking into.
