There’s too many “upgrades” that the old ones are forgotten. Like in the game you have too many good weapons but you can’t use all and only use the newer ones. So even though he has SStier artifacts it’s just collecting dust somewhere. So I guess hoarder nickname defo suits him.
It's a bit of Chekhov's gun. They're often gotten and used immediately, but then low key forgotten until they can be upgraded to be on par with the rest. The main reason he seems weak compared to the ones he's fighting is because the enemies keep getting stronger. But overall it's not that noticeable for us, because the fights are hard to follow sometimes.
Also keep in mind that for bigger fights so far he had very elaborate plans to win. He rarely goes head to head against stronger enemies.
idk but i dont get how he has all these new powers and etc yet he still seems so weak compared to the ones he’s fighting
