Initially the novel was leaning towards Prince Geordo (Blond prince) but, seems like the author scratched that idea since the anime and novel was doing well. Aka the author preferred to keep the status quo to make more content about Katarina charming people who fights for her. It's more convenient if she never falls in love to keep the bait and have readers continue to read to figure it out.
