I think because the raws are ahead by a decent amount of chapters. Placeholders are mainly to stop auto-uploading bots. Bots don't really care if ch 83 is a placeholder, if it detects that there's no ch 84, it will post a ch 84
Uhm, dear uploader, thank you so much for your dedication but what's up with the numerous placeholders?
Since the next chapter is 83, I think just that ONE placeholder should be sufficient cos no one is going to skip chapter 83 to post chapter 84 and the rest, unless of course, they are mentally deranged, which I would like to believe that they aren't.
