I think I know what you mean. You know, that site has a lot of ads, like hidden ads. Maybe thats the reason you can't scroll down the rest of the chapter.
You see a purple color at the right side of the chapters right? Its on the top, thats mean theres still a lot of chapters bellow. Just scroll down.
If you can't scrolling. Just click everywhere, that site will open a new tab because an ads, then comeback again until you can scroll down the rest of the chapter.
