I think Rishar is so respectful that he believes only Etienne himself should be telling his good-for-nothing dad. It is not Rishar's secret to tell in the first place. The emperor is a dumbass anyway I probably wouldn't even care less to tell him if I were Rishar.
The current law still states that omegas can't be emperors. So unless Rishar is sure the current emperor will abolish that rule, it's best to not out Etienne if he wants him on the throne. That's why he mentioned it in their meeting to sort of nudge nudge wink wink the emperor to abolish it

If he outs him right now to the emperor, the emperor is basically guaranteed to out his secret, ruining an entire lifetime of hiding it due to his mother's obsession with the throne. With her 10yr+ plans being wrecked like that who knows what she'll do, especially to Etienne since he's in the centre of all this. And ofc that's the last thing that Rishar wants to risk esp for this douche of a father
