some people use ibis paint, but it is not actually 3d. it uses visual effects to make it look kind of 3D. if you actually wanna get into 3D modelling, id suggest learning how to use blender because that’s probably the best free program out there. However, it is very confusing, and you will need a good pc to run it
I’m not sure if I understand your question correctly but there are several software you can use to create 3d model depending on the purpose of your model, for games like animal crossing I think they use Maya for the modeling part but there are also free alternatives like Blender.
