No she's not in Evelina's body, she is using camouflage by pretending to be Evelina. And just like you said, she reached out for the duke (his name is hard to spell) but then the pope found out and thinks that Evelina is the one who send the message. The letter was not sent to the duke. She waited for the duke in the meeting place to tell the duke but then he didn't come because he didn't receive the letter. And she left because she knows that George would be the emperor.
