I think she's obsessed with the late queen either hating her for being a good virtuous person or just plain obsession.
Probably whatever evil spirit possessing the queen wants a new body/face that has more power. In Lee Nok's case, it's his Yin energy. Even Jae Shin was attracted to him at the first place because of the abnormal Yin energy contained within him.
This Yin energy thing is a pretty common theme with ghosts, spirits and underworld beings in any manhwas.
