Since devils exist because of fears some people are scared of really outlandish things because they remind them of something that scared them for example like you mentioned the penis devil it might have people with sexual trauma scared of it

Also it may be the kids who fear those things, in the case of the devils like ear devil and tomato devil. Children are more likely to fear those things. And just likemakima said in earlier chapters, those devils are probably weak.. very weak, and that justify why the public safety sent the ear devil, they know that he will be drafted easily and thus ate by pochita.
And also like said those fears probably are related to trauma that poeple have, like the coffee devil or car devil are probably because someone had been burned by coffee or the coffee make them remember someone they fear (like an abuser for an example),
