Uke choose to be with him with his own free will. Uke has separation anxiety from beginning to end too, he just didn't notice it himself. After all, he was scared he'd hate seme when kuro took his place as a starter in basketball, something uke liked so much. but rather than actually hating kuro, he was more scared of ruining their relationship. Plus, no matter how clingy your childhood friend is, he could have outright distance himself, if he was actually against it.

When he was getting scared of how others see their relationship and kuro tried to break it off, uke immediately asked if they could go back to before. Meaning, he was always subconsciously scared of being without kuro.

He could have gotten himself a girlfriend, but he thought of kuro at the very moment, ended up rejecting the girl too. It was all his choice, so I don't think it was all manipulation.
