So glad someone said this. Honestly hope the scan group takes down that footnote cuz that's just putting a target on them as fan group translating works which is illegal, and like you said putting a target on sites like this one.
Regarding that footnote on this announcement... do not message any author in any foreign language saying you enjoyed their work if that work is not licensed in said language.

The reason is, if it's obvious that you don't know [author's native language] but you still congratulate the them for their work, you'll give away the piracy. It's VERY disrespectful to them, and it's dangerous for platforms like this one you're at right now.
So please, PLEASE. Have some common sense before expressing your love.
