I think it just means that he is able to use some of the same moves from when he still had OFA. Maybe not ALL of them but probably aspects of black whip, a mechanical version of float, super strength things like that. He would still be quirkless but with the help of the tech he can still be a hero. So happy for him fr

Does that mean the suit will give him OFA back or at least something similar but with technology or whatever?
