I think the only reason the Senpai feels he can't love Hijima romantically is because he's prejudiced, he may say he's not but he has a bunch of microaggressions in his lines, even Watari. It's quite uncomfortable to read really. He doesn't have an issue being touchy and pampering him all day and doesn't mind being touched either. If Watari liked him that much maybe he should've done something about it even if they didn't end up together, anything is better than being such a petty asshole.
