I think he was supposed to be sent in prison by the crown prince but the FL opposed it ,but CP still decided to blind his eyes for reassurance ,now he work closely with the teika lady (they can't get married )
According to the previous timeline, he lost at tournament to Lithera and then his eyes were removed as a show of mercy since she didn't want him dead while also trying to make Everett believe Javier wasn't a threat. After that, Monila plead loyalty to Lithera while Javier stayed by Monila for the rest of his life. He's still with Monila even after they turned into demons as shown in Ch.94
