Can someone explain why Vinter is so upset with pen?

Im currently catching up rn (one chapter 154) so if it explains why in the next few chapters just say I'm about to find out.


But if they haven't explained it yet then wtf did I miss in the earlier chapters to explain what was happening?

Last I remember he was upset because she "failed" to protect the kids, but like Penelope literally put herself in so much danger trying to get them back! I'm just so confused because he went from being a charmer who was very interested in her to being super suspicious to down right hating pen for no reason .
