I don't think that's the case. They are saying that the dragon chooses their fated ones. It doesn't matter if they are from which family. They could be a commoner/noble/other dragon descendants or anyone.

Just saying.. Like.. He got that sparkly reptile blood flowing through him.. He just doesn't realise it since his like idk ancestors would obviously be different from growes and like his won't be a curse and all. Idk just let it cook and simmer ok? Just think about it!
