Sheesh you’re just having reader’s bias because u know what happened. In the character’s perspective, she didn’t know that simply ignoring a crying child would have a butterfly effect like that. That wasn’t abuse- she said it kept her up at night. Also, AFO would’ve still tracked shigaraki to manipulate him anyway
