It's entirely true it's also the agency's fault, because there should be absolutely zero room for mix-ups when you have a literal life or death mission. I don't fully blame Taekjoo for not figuring it out earlier, because thinking under pressure is seriously difficult even if all the signs were there, and it's also been acknowledged that he wasn't the best for the job from the start + he's a little bit too hotheaded as well. But again, I'd be absolutely mortified.
His real partner is 200% right to be mad too. But ironically I think Taekjoo probably got some really valuable information/experience by hanging around Zhenya. Was it worth the numerous brushes with death and traumatic events? No, but still.
