Not too sure. There are implications that everybody was moving according to the plot of the original story. Their common sense came back after the plot finishes (when the Sylph was punished) and then they tried to bring Sylph back

Come to think of it...why DO the entire nation listen to the supposed Heroine? Why wouldn't anyone look into her allegations? And the people who knew Sylph the closest?
