It could be a loss in translation. Where they could have said "Daisike" it is "I love you" but with someone you're interested in romantically. But if they said "Aishiteru" which also means "I love you" but it's a lot more serious with intention to marry and spend a life together. I would say they are at that point, but i think they would put too much pressure on themselves if they said that when their relationship is still fairly new.
Bonus note: "Koishiteru" another form of "I love you", is more unconditional and infinite and is more like "I'm going to love you forever, no matter what."
