Which lowkey work since the prince was even more attracted to him. && Also the princess had a whole teaching lesson about having sex with the prince and having royal offsprings. So the secretary wanting them to have sexual relations aren't even a bad thing. So far, he is literally doing his job from what I've read he has had the prince & princess best interest at heart.
I just reread the chapters... Were you referring to him giving him the hotel key? If so that wasn't done out of Malice. The princess was affected by the other alpha phermones. He was in pain and only thing that could help him is alpha phermones.it would make sense to let his finacee be the one to suppress the other alpha phermones and help him during his heat. Which is why he gives him the key. Him hoping that in the process he would become pregnant isn't a bad thing since that's the goal for the emperor. It's not like the princess wasn't conscious of his choice he agreed to the sex.

And he gets upset asks him why he keeps avoiding them being intimate and then he basically responds with (paraphrasing)yea I know I'm in heat but I am aware of what I'm doing I'm giving consent not because of the heat or the phermones but because I like you and been wanting to do this with you.Which is why he goes into that whole confession. So he was heat but aware. And before the secretary gave him the key he told him not to do anything he will regret warning him not to force himself on the princess. He needs those classes tho. Have you ever seen a historical drama or read one? Those are common classes for someone who is becoming a princess or a queen.
