Sounds like he wants to do the ceremony part, which if you do the ceremony and invite your friends and family it's real, just not register their marriage with the government. But hopefully we'll see for sure and his reasons in the next chapter
That will only make Shishikura even more sad like why torture him with a fake ceremony for him to know that it won't ever happen? Poor Shishikura. That's so cruel.
